Toxic Condenser technology processes toxins found naturally in the atmosphere of Toxic planets. When these gaseous toxins are brought into a liquid state they can be exported or destroyed, providing work where this facility has been built and increasing 
Production tiles values by 1.
This structure has been removed from the final version of the game.
Strategy
It was probably removed from the game because building a toxic processor on the same planet would instantly destroy it.
