Living in makeshift tunnels under the surface of the planet, The Eldritch are a mysterious race with a secretive past. The don't travel the stars, at least not any longer, if they ever did. They do seem to know a lot about the galaxy though, and welcome you with eager eyes... Too many eyes.
Characteristics
An anocracy is a system where power is exerted by different groups constantly competing for resources and influences, with fluid and ever-changing boundaries. Anocracies typically emerge in failed states, with various factions vying to fill the political vacuum after the central state crumbled.
